Cross-Straits Biotech Industry Cooperation Base

The biotech industry is a sunrise industry in the 21st century, the breakthroughs of which is generating a new round of industrial revolution. With vigorous support of the CPC Guangdong Provincial Committee and Guangdong Provincial People’s Government, the CPC Dongguan Municipal Committee and Dongguan Municipal People’s Government established the Cross-Straits Biotech Industry Cooperation Base in 2012. This strategic emerging industry has been prioritized to accelerate industry transformation and upgrade and build an innovative economy. The Cross-Straits Biotech Industry Cooperation Base is positioned as a cluster of major biotech projects, a key demonstration zone of biotech development and industrialization, a major platform of biotech foreign cooperation in Guangdong Province. With a planned land area of 8,200 mu and an investment of RMB 9.5 billion, the Base is marketized and comprehensively operated by the solely state-owned enterprise Dongguan City Biotech Industry Development Co., Ltd. Guided by a path of characteristic and international development with resource allocation and cooperation strengths with Taiwan, the Base is centered on innovative development and achievement transformation of bio-pharmaceuticals, and focused on new drug and medical equipment, stem cell and regenerative medicine, new biotechnology and translational medicine, health products and cosmetics. By the end of 2016, the Base had introduced 200 biological enterprises, including HEC Pharm, 3Sbio Inc., Lifotronic, Anke, Fapon Biotech, Antmed, Capital Genomics, Shine Nature and BioHong. Due to the evident clustering of medical equipment, pharmaceutical and healthcare product manufacturers, the Base is known as BIOCEAN.

(I) Development Orientation
Give full play to cooperation strengths with Taiwan, insist on the path of characteristic and international development, make overall resource allocation planning from a high starting point, start from industry size expansion, and gradually form a short-term and long-term planning industry layout centering on innovative development and achievement transformation of bio-pharmaceuticals, focusing on new drug and medical equipment, stem cell and regenerative medicine, new biotechnology and translational medicine, health products and cosmetics under the introduction of new drugs, high-end generic drugs, and advanced medical equipment.

(II) Development Goal
Make full use of the biotech resources and strengths of Dongguan and Taiwan, strive to obtain provincial and state resources and build Dongguan-Taiwan Biotech Industry Cooperation Base into a National Biotech Industry Base and a domestically leading and internationally famous distinctive base of fast biopharmaceutical research, development and transformation.

(III) Functional Layout and Land Planning
With a planned land area of 8,200 mu, the Base is to be composed of 8 parks—Innovative Biology Science Park, Medical Equipment Industry Park, Biotech Industry Park, Health Industry Park, Taiwan Characteristic Park, International Headquarters Park, Biological Manufacturing Park and TCM Industry Park. As a key promoter of the Base, Songshan Lake is first developed and constructed.

(IV) Operating Model
The Base is developed, constructed, operated and managed as led by a state-owned enterprise, under the model of “government leadership, corporate operation, Dongguan-Taiwan cooperation, international expansion, financial support, platform support, uniform planning, specialized operation, social involvement, and rolling development”.

Advantageous Regional Transportation: The Cross-Straits Biotech Industry Cooperation Base is located in picturesque National High-tech Zone Songshan Lake within the geometric center of the Pearl River Delta and the core area of Hong Kong-Zhuhai-Macau Bay Area. Surrounded by seven expressways and four intercity freeways, it’s only a 20-min drive away from Humen Railway Station, a 30-min drive away from Shenzhen Airport and a 60-min drive away from Guangzhou Airport.

Development Journey

  • 2012

    On May 24, 2012, the Cross-Straits Biotech Industry Cooperation Base was approved to be established by the CPC Dongguan Municipal Committee and Dongguan Municipal People’s Government;

    On June 20, 2012, Wang Yang, then secretary of CPC Guangdong Provincial Committee, met with the biotech experts and entrepreneurs from Taiwan and California;

    From August to September 2012, Guangdong Provincial People’s Government and Dongguan Municipal People’s Government respectively built a Base Construction Leadership Group;

  • 2013

    On June 20, 2013, Vice General Manager Wang Yang in charge of CFDA visited Songshan Lake;

  • 2014

    On July 11, 2014, Vice General Manager Wang Yang met with Taiwan entrepreneur representatives of the Cross-Straits Biotech Industry Cooperation Base in Zhongnanhai;

    From August to September 2014, Dongguan Municipal People’s Government and SASAC of Dongguan approved the implementation of Guanrong Program of Dongguan City Biotech Industry Development Co., Ltd.;

  • 2015

    On November 26, 2015, paid a visit to Director Xu Jiaqi of Center for Drug Evaluation of CFDA and established long-term communication mechanism;

  • 2016

    By the end of 2016, the enterprises established in the Cross-Straits Biotech Industry Cooperation Base had exceeded 200;
